IL SILENZIO DELLA FIE E' ASSORDANTE - The Sound of Silence of the FIE is Deafening.

Molti “dicunt”, circolanti in varie nazioni di scherma, sembrerebbero - uso il condizionale, perchè non vi è l’assoluta certezza - riferire che i conti bancari della FIE siano stati bloccati, una decina di giorni fa, dalla Procura di Losanna, tanto che, addirittura, i membri del Bureau della FIE, attualmente, stiano lavorando senza ricevere lo stipendio. La conferma di tali rumors la si coglierebbe, oltre al su cennato fatto, da alcuni episodi, sia diretti che indiretti: taluni, come il francese Maître Gerald Six, avrebbero posto delle domande più che legittime sul perché dell’iniziativa intrapresa dalle autorità elvetiche; ed altri, attraverso Facebook, avrebbero parlato con il personale FIE.

Questa ridda di voci, che corrono e si rincorrono disordinatamente, non ha ancora trovato conferma né smentita dalla FIE.

Chiaramente, una crisi come l’invasione dell’Ucraina, aggravata dal fatto che è capitata ex abrupto in un mondo già pesantemente colpito dal ben noto e nefasto evento pandemico, ha avuto un impatto devastante, che non esito a definire di proporzioni bibliche, a tutti i livelli, umano, economico, politico e sociale.
Appare, comunque, corretto evidenziare che, in pendenza della pandemia, la FIE ha avuto un compito difficilissimo, svolto con grande capacità e coraggio, giacché organizzare competizioni internazionali, in un momento in cui erano continuamente richiesti lockdown cautelativi, quarantene, isolamenti e restrizioni di viaggio, non è certamente cosa da poco. Da questo punto di vista, bisogna fare un plauso e rendere un sentito ringraziamento alla dirigenza FIE, al suo CEO ed al Bureau, che non si sono dati per vinti e sono riusciti, quasi miracolosamente, in questa “mission impossible” di organizzare gare, seppur con un calendario ridotto; ed in ciò ha senz’altro avuto un ruolo positivo e un notevole peso, il contributo della Commissione Medica FIE, condotta egregiamente dall’esperto, attento e - per me - mitico dr. Antonio Fiore.
Ma tornando alla crisi dell’Ucraina, che - come dicevo sopra - ha scatenato una valanga di gravose ripercussioni, quali le sanzioni agli oligarchi russi, il blocco europeo delle importazioni/esportazioni ed i relativi pagamenti e flussi monetari verso Mosca, e dunque lo stop all’intero scambio commerciale verso la Russia, non è dato capire cosa c’entri questa con il presumibile blocco dei conti bancari della FIE, che non è la Russia.
Mi siano consentite, allora, alcune riflessioni in merito.

1. Quando una organizzazione sopporta o, meglio, vive una crisi, questa (sia essa legale, commerciale, fiscale o straordinaria) diventa essenzialmente una questione di publiche relazioni e deve essere gestita come tale: quindi, con trasparenza assoluta. Troppo spesso, invece, si dà retta a quelli che la vogliono mantenere segreta o sotto traccia (i tipici c.d. “consigliori”), per cui l’ente si ritrova ad essere accantonata o totalmente emarginata, con poca credibilità e/o affidabilità in ambito relazionale: da qui, poi, a generare vere e proprie speculazioni il passo è breve, essendo - come è noto - il fattore degenerativo speculativo pressoché spontaneo. Infatti, parlando sempre in astratto, un blocco di conti bancari da parte della magistratura, malgrado possa rappresentare una prassi consolidata, potrebbe indurre qualcuno a ritenere che ci siano irregolarità, quali la “confusione” di fondi o di cassa o della liquidità, per poi portare a mettere in discussione il lavoro svolto con correttezza ed irreprensibilità. Ora, il silenzio della FIE, non producendo alcuna chiarezza, è idoneo soltanto a trasformare il dubbio in una massa cancerosa e neoplastica (proprio come nelle parole della canzone di Simon e Garfunkel, cioè: silence like a cancer grows). Quindi, il mio suggerimento alla FIE è di fidarsi della passione per questo sport, che fa da trait-d’union aggregando tutti, le sue costituenti ed i suoi partecipanti, e di gestire questa crisi apertamente, tenendo tutti informati. Ciò è fondamentale, perchè, se la crisi e, dunque, il blocco dei conti continua a tempo indeterminato, questo potrebbe portare alla paralisi totale della FIE e, pertanto, bisognerà trovare soluzioni collettive, con l’aiuto e l’apporto di tutti.
2. Leggo, con costernazione, molti commenti che citano le donazioni di fondi personali alla FIE del Presidente titolare, Usmanov, come se fossero un male innato; poi, peggio ancora per la FIE, che li accetta. Il Presidente Usmanov è - a mio sommesso avviso e a detta di tanti altri - libero di fare ciò che vuole con i suoi soldi; la FIE cosa dovrebbe fare, rifiutarli? La questione è invece di natura e carattere prettamente strutturale e spiego il perchè, con un esempio: se Mr. Smith decide di dare 5 milioni di dollari al dipartimento si atletica della Stanford University, egli può - a buon diritto - richiedere che vengano però utilizzati per la squadra di scherma, o solo per spada femminile oppure solo per tiratori che abbiano la media del 28. Una volta versati all’università, Mr. Smith però non ha più controllo della sua donazione e non può gestirli (anche se ha dato direttive diverse). Il problema sussiste quando Mr. Smith è anche il direttore del dipartimento di atletica. In tal caso, egli potrebbe usare la sua donazione per avere controllo de facto del dipartimento di atletica. La FIE si trova in una situazione analoga e, perciò, conflittuale, perchè il suo più grande benefattore storico ne è anche il Presidente. Quindi è necessaria una riforma strutturale dello statuto FIE che preveda questo: (a) fondi provenienti da benefattori o da “corporate sponsor” devono essere integrati in una strategia mirata alla autosufficienza economica della FIE, e quindi occorre inserire una norma che disponga che una sostanziale e ben definita percentuale di ogni donazione (non meno del 80%) vada a confluire in un fondo a beneficio esclusivo della FIE; (b) un benefattore, componente allo stesso tempo del Comitato Esecutivo, dovrà essere completamente escluso dalla gestione diretta e/o indiretta dei fondi da lui donati alla FIE; (c) nel caso, poi, che un membro del Comitato Esecutivo sovvenzionasse una fondazione benefica esterna, atta ad elargire fondi a federazioni nazionali, tecnici, arbitri ecc. ecc., il rispettivo membro dovrà essere escluso completamente dalla gestione, diretta e/o indiretta, dei fondi così donati da quel particolare ente benefico.
3. Da statuto, la gestione, specialmente quella economico/ finanziaria, della FIE è affidata al suo Comitato Esecutivo. Lo statuto dovrebbe essere, pertanto, modificato al fine che questo accada davvero, soprattutto per evitare una centralizzazione e/o concentrazione di poteri nella figura del Presidente, e poter così attuare una separazione bilanciata di poteri all’interno della FIE; tale obiettivo si potrebbe raggiungere - a mio parere - stabilendo anche il limite di due mandati per la carica di Presidente. In tal modo si eviterebbe ciò che si è perpetrato fino ad oggi, avere, cioè, una struttura di governance che ha permesso ad una serie di Comitati Esecutivi di rendere la stessa FIE economicamente dipendente da un solo benefattore. Questa completa mancanza di lungimiranza è del resto riflessa in uno dei peggiori “Vision Statements” che abbia mai letto. Infatti, il Vision Statement della FIE sembra una sorta di flusso indefinito di coscienze, caratterizzato da un pot-pourri di tutti i nobili ideali di questa terra. Il Vision Statement di una organizzazione deve essere, invece, una dichiarazione strategica convincente, che corrisponda a una proiezione dell’organizzazione nel futuro. A tal fine, suggerirei una revisione del Vision Statement della FIE che sancisca, sopra ogni cosa e una volta e per tutte, l’indipendenza economica dell’ente.
4. Le cause di forza maggiore hanno ripercussioni anche nel breve termine e, nel caso della FIE, la formazione del calendario gare, specialmente riguardo i Campionati del Mondo. Immagino che, per quanto attenga ai mondiali in Aprile, gli Emirati siano nella posizione di coprire anticipatamente i contributi FIE. Queste però sono misure palliative, che possono funzionare solo nel brevissimo termine ed in pochi paesi. Invero, credo che la FIS sia un pochino più preoccupata per i mondiali 2023 a Milano, dato che non ci sono emiri facoltosi in Italia. Il mio consiglio, è che la FIE e, di conseguenza, le Federazioni dei vari paesi membri comincino a rendersi conto che, per un motivo o per l’altro, il tempo delle “vacche grasse” stia inevitabilmente terminando e che occorre, dunque, pianificare di conseguenza.
5. Il silenzio - come dicevo prima - sta diventando assordante anche per quanto concerne le recenti domande sugli effetti dell’autosospensione del Presidente. Ad esse si sono aggiunte ora anche quelle sul blocco dei conti bancari della FIE.

La mia ultima annotazione è da rivolgere alle Federazioni Nazionali, ove il blocco dei conti continui a lungo: non dimenticatevi degli impiegati FIE, che sono presumibilmente senza stipendio. Sarebbe opportuno quindi trovare una soluzione temporanea per alleviare le difficoltà economiche in cui alcuni di loro potrebbero trovarsi. Ricordatevi del lavoro prezioso che svolgono e che, dopotutto, la scherma mondiale rimane pur sempre una grande famiglia.

The Sound of Silence of the FIE is Deafening.

There are unconfirmed reports, now in multiple fencing nations, that the FIE’s bank accounts may have been frozen about twelve days ago  by a magistrate in Lausanne and that the Bureau's FIE staff is now  presumably working without pay. Some, such as Maître Gerald Six, have asked very legitimate questions about why such Draconian measures (if true) would be undertaken by the Swiss authorities. In addition, there are also what appear to be indirect confirmations on Facebook by some who claim to have spoken to FIE contractors in this regard. Nevertheless, the FIE has neither confirmed or denied these allegations.
Unquestionably, a crisis like the invasion of Ukraine has had a multidimensional tsunami impact on a global scale; also aggravated by the fact that it happened on the coattails of the Covid pandemic.
To give credit where it is due, we must recognize that during the pandemic, the FIE had to face an almost insormontabile task: Namely,  the organization of international competitions in a period of precautionary lockdowns, quarantines, isolation and travel restrictions. Indeed, the FIE leadership, its CEO and office staff all stepped up to plate and were able to restart international fencing; this is also thanks to the expert contribution of the FIE Medical Commission, led, until the last FIE Congress, by doctor extraordinaire Antonio Fiore. 
But returning to the crisis in Ukraine, which - as I said above - has unleashed an avalanche of serious repercussions, such as the sanctions on the Russian oligarchs, the European blockade of imports / exports and the related payments and monetary flows to Moscow. The entire  commercial exchange with Russia has been halted. However, it is hard to understand what all this has to do with the alleged freezing  of the FIE bank accounts: The FIE is located in Switzerland and is its own legal entity.
Here are my observations.

1. When an organization faces a crisis, the crisis (legal, fiscal or extraordinary) essentially becomes an exercise in public relations and must be managed as such; therefore with absolute transparency. Too often, on the other hand, companies give heed to advisors  who want to keep matters secret or under the radar. As a result, the company loses credibility and this may lead to speculation and conjecture. In fact, always speaking in the abstract, a freezing  of bank accounts by the judiciary, could lead some to believe that there are irregularities, such as the commingling of funds, which, in turn, may cause to question work that was done, instead, in accordance to the highest professional standards.At any rate, a prolonged silence -  like in the case of the  FIE,  grows just like a cancer; as in the words of Simon and Garfunkel’s famous song. So, my suggestion to FIE is to trust its constituents and event participants, and manage this crisis openly by keeping everyone informed. A policy of transparency becomes even more essential, if the crisis lasts longer than expected.
2. I have seen many comments on social media criticizing the FIE for accepting President Usmanov’s (he never resigned from FIE) funding donations.  President Usmanov is free to do what he pleases with his money and, more importantly, there is nothing wrong with the FiE accepting it. I see the issue as being more structural. To illustrate, if Mr. Smith donates  $5 million to Stanford University's athletics department, he can stipulate that those funds are to be earmarked for the fencing team or, say, for women’s epee or only for fencers with a 3.8 GPA. However, once the funds have been received by the University, Mr. Smith cannot manage those funds. The problem exists when Mr. Smith is also the director of the athletic department and uses the funds at his discretion or to control the athletics department.  The FIE is in an atypical situation because its greatest historical benefactor is also its President and has been so  since 2008.  This can only be cured with a structural reform of the FIE Statute. For example: (a) funds from benefactors or corporate sponsors must be integrated into a strategy aimed at the economic self-sufficiency of the FIE, whereby a substantial percentage of each donation (not less than 80%) must be invested in an endowment fund for the exclusive benefit of the FIE; (b) a benefactor who is part of the Executive Committee at the same time, must be completely removed  from the direct and / or indirect management of the funds he/she donated to the FIE and (c) in the event that a member of the Executive Committee subsidizes an outside charitable foundation whose funds are disbursed  to national federations, technicians, referees and so forth, such member of the Executive Committee must be removed completely  from the direct and / or indirect management of the funds of the charitable  Foundation.
3. Furthermore, the FIE Statute provides that the management of the organization is entrusted to the Executive Committee of the FIE. The FIE statute must be amended to strengthen such mandate and to avoid a centralization of powers in the office of the President as well as to promote a more balanced separation of powers within the FIE (e.g., establishing a two-term  limit for the office of the President.) Instead, we have an FIE governance structure that has allowed a number of Executive Committees to make the FIE economically dependent on a single benefactor. This is a complete lack of vision, which is also reflected in one of the worst “Vision Statements” I have ever read: i.e., the FIE’s Vision Statement. In fact, it reads like a stream of consciousness statement  in the style  of James Joyce  and is characterize by a poutporry of all the noble ideals in the universe. Instead, an organization’s Vision Statement must be a compelling strategic statement that corresponds to a projection of the organization into the future. To that end, I would suggest a revision of the FIE’s Vision Statement that reflects, among other things, the economic independence of the FIE.
4. Force majeure events also have a significant impact on the short term: in the case of the FIE, the viability of its  calendar of competition, which relies significantly on FIE funds. With respect to the upcoming World Championships in April, I expect that the Emirates will be in a position to upfront the FIE’s contribution. However, these are palliative solutions measures that can only work in the short term and in a few countries. Case in point, I’m sure the Italian Fencing Federation is very much concerned about the viability 2023 World Championships in Milan; as there are no wealthy Emirs in Italy who can come in and save the day. My advice is that the FIE and consequently the National Federations should begin to realize that -for one reason or another, the good times cannot last forever and they should start to plan accordingly. 
5. Be that as it may, the FIE’s silence is becoming deafening with regard to the questions recently posed on the meaning of President Usmanov’s voluntary suspension and now the allegation that its bank accounts have been frozen by the Swiss authorities. 

I address my final observation to the National Federations: Let’s not forget about the FIE employees who are allegedly going  unpaid. If this continues, then I urge you to work with FIE to find find a temporary solution aimed at alleviating their economic difficulties. Let's keep in mind their valuable contribution to international fencing, which still remains one big family.
