LA MISTERIOSA INIZIATIVA DELLA CARTA STRACCIA-English Version follows Italian one

In data 21 Luglio u.s., David Owen, giornalista inglese, ha pubblicato sull sito internet Inside the Games  un articolo, dal titolo “Exclusive: Russian Fencing Federation set to lobby Bach for Usmanov reinstatement”, dove ha parlato di una petizione, indirizzata a tutte le Federazioni aderenti alla FIE, che sembrava provenire dalla “Federazione Russa”, con cui si promuoveva una raccolta di firme, possibilmente di tutte le Federazioni affiliate a quella internazionale, da inoltrare al Comitato Olimpico Internazionale (COI), finalizzata ad una sorta di “endorsment” che il Presidente, Thomas Bach, avrebbe dovuto avanzare (non si capisce verso chi) per cancellare le sanzioni imposte al sig. Alisher Usmanov. Aggiungo, inoltre, che nella mail di accompagnamento veniva anche asserito che la lettera/petizione presentava già la firma di cento federazioni nazionali.

Due giorni dopo, il 23 Luglio, Mr. Owen ha pubblicato un altro articolo, intitolato Usmanov had “no role’ in preparation of letter to Bach calling for reinstatement as FIE President (https://www.insidethegames.biz/articles/1126055/usmanov-had-no-role-in-preparation), con cui ha informato i suoi lettori di aver ricevuto risposta dall’Ufficio Stampa del sig. Usmanov, ove si affermava che:

(1) il sig. Usmanov non ha avuto nessun ruolo nella preparazione di alcuna lettera indirizzata al sig. Thomas Bach;

(2) la Federazione Russa di Scherma non ha promosso atti a favore di Usmanov;

(3) e, infine, le varie manifestazioni di sostegno rivolte al COI, e aventi ad oggetto la revoca delle sanzioni contro il sig. Usman, inoltrate dalle varie federazioni nazionali, sono avvenute su base volontaria e a carattere spontaneo.

Va, comunque ed incidentalmente, osservato che l’Ufficio Stampa però nulla riferisce a proposito della effettiva e reale esistenza della predetta lettera, e cioè se questa sia un falso o esista realmente.

A mio sommesso avviso, per capire se la “lettera” esista davvero, è del tutto inutile fare una disamina sulla genesi di questa iniziativa; sarebbe meglio, invece, focalizzare l’attenzione sulle modalità di formazione della stessa, perchè, partendo da queste, è difficile poter credere che essa sia stata “concepita” allo stesso modo e contemporaneamente dalle varie federazioni nazionali, le quali, evidentemente dotate di una forte e reciproca telepatia metafisica trascendentale, abbiano tutte scritto la stessa, medesima, uguale e identica lettera, perfettamente somigliante in tutto, al COI.

Non voglio entrare in polemica con nessuno, ma non posso fare a meno di esprimere il mio pensiero al riguardo: nessun soggetto munito di media cultura ed in grado di cogliere perfettamente gli aspetti del “leggere” e del “capire”, avrebbe potuto sottoscrivere detta lettera, non fosse altro perché - per capirne appunto il motivo - non occorre leggerla tutta, basta soltanto riportarsi all’iniziale incipit, che recita testualmente “Il 28 febbraio 2022 e il 3 marzo 2022 l'Unione Europea, gli Stati Uniti e il Regno Unito hanno imposto sanzioni ingiuste e infondate nei confronti di Usmanov, Presidente della Federazione Internazionale di Scherma.“

Mi sia, dunque, concesso di concludere rassegnando le seguenti mie considerazioni:

1.   indipendentemente dalla sua genesi e/o formazione, la lettera non è una petizione: è, più che altro, un vero e proprio J’ACCUSE politico contro l’Unione Europea, gli Stati Uniti ed il Regno Unito; e, senza volerne ricercare le motivazioni, giuste o sbagliate che siano non hanno alcuna importanza, mi limito ad affermare e ad osservare che nessuna federazione dovrebbe intraprendere alcuna iniziativa di natura sfacciatamente politica, come quella di cui sopra;

2.   questa è una iniziativa che non esito a definire “della carta straccia”, essendo arduo immaginare che il presidente del COI, Thomas Bach, possa farsi “portavoce” o “portatore” di questo preciso atto d’accusa politico, peraltro da rivolgersi a chi? All’Unione Europea, il Regno Unito e gli Stati Uniti? E dovendo oltretutto ricordare che il Tribunale EU ha già respinto, il 27 Giugno u.s., il ricorso del sig. Usmanov, perché fosse revocato l'inserimento del suo nome nella lista dei cittadini Russi soggetti a sanzioni (dubito molto che il COI abbia partecipato al ricorso come amicus curiae. https://curia.europa.eu/juris/document/document.jsf?text=&docid=261761&pageIndex=0&doclang=FR&mode=lst&dir=&occ=first&part=1&cid=7953534);

3. è ancora da stabilire se ci sono Federazioni che non hanno ricevuto la lettera e perché, ma, soprattutto, sarebbe interessante sapere se le federazioni nazionali che hanno firmato questa misteriosa lettera siano passibili di sanzioni, e di quale tipo ed entità, dai loro rispettivi governi, in particolar modo, da parte di quegli Stati che hanno votato a favore delle misure contro la Russia alle Nazioni Unite (è mio personale convincimento che le federazioni dell’UK, degli USA e di molte nazioni dell’UE non firmerebbero mai una tale lettera, stante che sono state chiamate direttamente in causa);

 4. infine, è comunque diritto dei membri di ogni Federazione Nazionale interpellare il loro consiglio direttivo, per sapere come la Federazione abbia agito riguardo alla misteriosa lettera, anche solo per capire che tipo di leadership vogliono ai vertici della stessa e di chi la rappresenta in FIE.

THE MYSTERIOUS WASTEPAPER INITIATIVE

On July 21st, David Owen, published an article on the Inside the Games website, entitled "Exclusive: Russian Fencing Federation set to lobby Bach for Usmanov reinstatement," where he reported  about a petition letter {Letter”), addressed to IOC President, Thomas Bach,  which seemed to originate from the "Russian Federation."  Exclusive: FFR set to lobby Bach for Usmanov reinstatement. It appears that the Letter aimed to collect as many signatures as possible from the FIE’s National Federations. Once all the signatures had been collected, they were to be forwarded -together with the Letter, to Mr. Bach at the International Olympic Committee. (IOC). It appears that the overall goal of the petition, as stated in the Letter, was to ask Mr. Bach to use his best “efforts to restore justice in order to contribute to the lifting of the sanctions against Mr. Usmanov and to ensure his return to the position of the President of International Fencing Federation.”  As reported in Mr. Owen’s article, the cover e-mail to the Letter, stated that “over 100 countries -members of the international fencing federation from 4 continents have already signed the attached letter. “

Two days later, on July 23rd, Mr. Owen published another article entitled Usmanov had “no role 'in preparation of letter to Bach calling for reinstatement as FIE President (https://www.insidethegames.biz/articles/1126055/usmanov-had-no-role-in-preparation. In it, he reports the response from Mr. Usmanov's Press Service:

1) Mr. Usmanov had no role in the preparation of any letter addressed to Mr. Thomas Bach;

(2) the Russian Fencing Federation did not initiate any action in favor of Mr. Usmanov;

(3) and, finally, the various demonstrations of support addressed to the IOC, and concerning the lifting of the sanctions against Mr. Usmanov, forwarded by the various national federations, took place on a voluntary and spontaneous basis.

It should be noted that the Press Office, however, did not report anything about the actual and real existence of the Letter; that is, whether it is a fake or actually exists.

In my humble opinion, to understand if the Letter really exists, it is completely useless to examine the genesis of this initiative. It is best, instead, to focus on the manner in which the Letter came about. In fact, it is difficult to believe that the Letter was "conceived" in the same way and at the same time by the various national federations, which, equipped with a strong and reciprocal transcendental metaphysical telepathy, ended up writing the same, identical letter to the COI. Furthermore, I believe that no one with a high school education and who knows the difference between reading and comprehension could ever sign such a letter. Indeed, one need not go any further than the Letter’s first sentence to understand why. 

“On 28 February 2022 and 3 March 2022 the European Union, the United States and the United Kingdom imposed unfair and unsubstantiated blocking sanctions against Mr. Usmanov, President of the International Fencing Federation.” 

 1. Regardless of its genesis, the letter is not a petition. Rather, it is a direct political J’ACCUSE against the European Union, the United States, and the United Kingdom. I will not even go into the merits of this assertion because, right or wrong, it doesn't matter. The fact is that a sport federation cannot take part in such a blatant political initiative.

2. Secondly, always in my humble opinion, this is a wastepaper initiative since it is hard to imagine that Thomas Bach (and therefore the IOC) would lend himself to such a blatant political J ’accuse. Most importantly, with whom should Mr. Bach use his best efforts to have the sanctions imposed on Mr. Usmanov’s lifted? With the European Union, the United Kingdom and/or the United States? Especially after the EU Court of Justice on June 27th rejected Mr. Usmanov's appeal to have his name removed from the list of Russian citizens subject to sanctions. It remains to be determined whether any national federations that may have signed the Letter, can be sanctioned by their respective governments, especially if the latter voted in favor of sanctions against Russia at the United Nations. This, of course, can vary from country to country. Nevertheless, it would be interesting to know if there are national Federations that have not received the Letter and if so, why. Regardless, it is my educated guess that the national federations of the United Kingdom, the United States and of many nations of the European Union would never sign such a letter as their nations are specifically mentioned in the Letter.

4. At any rate, it is up to the members of each federation to find out how the Federation acted on this Petition. They can then decide for themselves what kind of leaders they want on the Board of Directors of their Federation and representing it in the ranks and commissions of the FIE.
